Evidently, Aristotle’s classification of the government is based on two principles:  The number of persons who exercise supreme power and the ends they seek to serve self-interest or benefit of the community.

The good government are as follows: Firstly, the monarchy, rule by one man; Secondly, aristocracy, rule by a few men and; Lastly, democracy rule by the people.

However, the good government may in the course of the time be corrupted. Hence, A monarchy may degenerate into a tyranny, rule of a bad ruler; aristocracy into oligarchy, rule of unscrupulous rich persons or nobles; democracy into mobocracy rule of mob.
